No connection could be made because the target machine actively refused it 127.0.0.1:808

I start a new WCF service to listen on address net.tcp and net.tcp bindings are enabled on IIS for requests on 808.  The service refuses the connection from the client:

No connection could be made because the target machine actively refused  it 127.0.0.1:808

My problem was the net.tcp services were not running. After having launched the services, the client can connect to the WCF service.
